Ragged Blossom Costume

My daughter has got the role of Ragged Blossom in the end-of-year school musical, Snugglepot and Cuddlepie.
And guess who now has the task of coming up with a Ragged blossom costume :)
Help!
We're in Mandurah. I have done a websearch in W.A. in the hope of finding some place that has one and will hire it out - I have sent email queries but not heard back yet. Then thought someone here might know...
It's the costume for Ragged Blossom - my daughter is on the tall side for a 9 year old and wears a size 12 (children's size 12 that is) or a 14 if it's a small 14 or can be pinned to make tighter... or in adult sizing she can wear a 6 or an 8 and pin it.
So - can anyone help? Any ideas?

So far the only places online I"ve found in WA that "might" lead to a costume involves Barking Gheko who I've emailed and a website involving some guy's name which I think had Spicer or something in it - he said he knows where it can be obtained but so far won't tell me for reasons unknown :) So I will be calling Diana in the morning!
