Ragged Blossom Costume

My daughter has got the role of Ragged Blossom in the end-of-year school musical, Snugglepot and Cuddlepie.
And guess who now has the task of coming up with a Ragged blossom costume :)
Help!
We're in Mandurah. I have done a websearch in W.A. in the hope of finding some place that has one and will hire it out - I have sent email queries but not heard back yet. Then thought someone here might know...
It's the costume for Ragged Blossom - my daughter is on the tall side for a 9 year old and wears a size 12 (children's size 12 that is) or a 14 if it's a small 14 or can be pinned to make tighter... or in adult sizing she can wear a 6 or an 8 and pin it.
So - can anyone help? Any ideas?

I have been looking on the internet and become a bit confused because I"ve seen different outfits but have a good idea what she's to look like... I'll try and keep it close to May Gibb's version because Snugglepot and Cuddlepie are being "made" to look close to the orig versions too... this is why I thought it would be easier if I could hire one :)
