Ragged Blossom Costume

I'm not 100% sure this is the right place to post this query - forgive me if it's not...

My daughter has got the role of Ragged Blossom in the end-of-year school musical, Snugglepot and Cuddlepie.

And guess who now has the task of coming up with a Ragged blossom costume :)

Help!

We're in Mandurah.  I have done a websearch in W.A. in the hope of finding some place that has one and will hire it out - I have sent email queries but not heard back yet.  Then thought someone here might know...

It's the costume for Ragged Blossom - my daughter is on the tall side for a 9 year old and wears a size 12 (children's size 12 that is) or a 14 if it's a small 14 or can be pinned to make tighter... or in adult sizing she can wear a 6 or an 8 and pin it.

So - can anyone help?  Any ideas?

Yep there is spotlight in Mandurah. Its on Gordon Road (the old Makro store) and it is HUGE. Ive got an idea for the hat...honestly it was mums idea as i was a snugglepot or cuddlepie one year at school. She used tulle (i think thats how you spell it - you know the stuff they use on ballet tu-tus) as the flowering part - i had yellow...but spotlight will have all the colours of the rainbow. And she just attached it to a beanie shaped/stocking-material hat - that she probably made out of thick thick thick stockings probably.
