I would build it . I have worked on production where we built it ourselves. For most of the scenes we used furniture to represent the different location and to keep scenic pieces to a min. We built the barricades our selves. We were lucky in the fact that we had a large stage space and were able to leave the barricade permanetly set up at the upstage and when not required mask it behind a set of black tabs and reveal as necessary. and still have enough roomfor large cast scenes such as master of the house.
We placed 600mm high rostra across the back and added further 300mm and 600mm in spots to create differing levels and then attached old doors, wooden boxes, other old scenic pieces, furniture, basically anything we could get for free. The rostra not only provided some height but also safe places for the cast to stand on the barricade. We hid the rostra under the all the bits and pieces. The rostra also made it easier for the lx designer to place some lights under to shine through the barricade for effect and place a hazer for further effects.
