Safety is everybody's concern

I think you will be surprised at how many venues do actually comply with a whole raft of regs. Most of them will have adequate ailse lighting and exit and emergency lighting allowing the safe egress of people. Blue worklights are a different matter, there is an Australian standard for workplace lighting. Now you can use very lowe level lighting for backstage work if all are aware of the risk factors. This can done by doing a risk assesssment. If people need brighter lighting it is not that hard to give them a safe level without affecting what is appearing on stage.
