Total beginner - acting

I'm 19 and I have no acting experience whatsoever and want to enter this field. What's the best way to do this? Am I too late? How much experience would I need to get into NIDA? Also, I was thinking about doing their "short courses"(to gain some experience), it says 16+ so what age groups usually do that?
