bubble bath

It seems to me that one way to do it, would be to froth up the mixture in another container, and then transfer the bubbles into the bath. As for not having the actor nude, if they were in the bath before the bubbles were put in, what ever they were wearing could be covered by the bubbles. Hope this helps.

Loose white foam or wadding

Loose white foam or wadding could work, if it was sculpted into big round bubbly shapes. At least it'd save the actor from getting herself wet in the scene (and she could still wear a bra and pull the foam around her body to cover up). Or if that looks too heavy, maybe try tulle or a similar fabric? --- Louisa Fitzhardinge University Dramatic Society http://uds.asn.au

What about a tub full of

What about a tub full of polystyrene packing peanuts? There is the inherent fire risk associated with polystyrene. www.meltheco.org.au

Depending uponthe sight lines?

Depending upon the sight lines, I have used a heap of shredded clear plastic - to simulate water. I suppose if you incorporate bits of 'Bubble Wrap' [large bubbles]! Might be an effort cutting out all the larger bubbles from the wrap though - Lighting will reflect off the clear plastic, as with water bubbles. Just my Tanners worth!
