Perth once had a healthy
Perth once had a healthy population of set-building companies who I've worked with at some time or another, such as M.E. Scenery, Designs In Dimension, Staging Connections and, of course, Arts Workshop. Having been out of the industry for about a decade now, about all I can suggest is to let your fingers do the walking - through the Yellow Pages.
You might consider some of the display and exhibition companies which, although they don't necessarily specialise in theatre stage sets, do occasionally take on such work. Vaughn Emery of Corporate Theatre was talking about setting up a construction workshop ten or so years ago (he offered me a job), while there are other well-established companies such as Advans Display and Barrett Displays - all listed in the Yellow Pages.
Worth a try, at least, although I would point out that they won't come cheap!

So yes, try the Yellow Pages. It can't hurt!

Edit: I should add a warning that they won't come cheaply, if cost is an issue for you. You may find that Plum or Arts Workshop may be the only viable options for you after all.

If I needed a simple set on a small budget I'd contact local community theatres in my area first. They may use local tradesmen who don't specialize in theatre set-building but are willing to help in exchange for free advertising in the programme.
If I had a bigger budget for set-building I'd contact independent theatres who generally maintain a list of contacts for theatrical services.
The Yellow Pages online produced the following results:
83 results for Theatrical Supplies & Services in Greater Perth WA
6 results for Theatrical Managers, Producers & Agents in Greater Perth WA
37 results for Theatres & Theatre Companies in Greater Perth WA
The first question these people will ask is "What is your budget for set-construction?" If you're on a limited budget It's unlikely you'll be directed to set builders used by major companies.
This website also has many links for theatre companies in WA such as The Blue Room.

Another thought - explore
Another thought - explore the possibility of renting set pieces such as flats, flats with doors, steps, staircase, rostra etc. As long as it's okay to re-decorate them.
Some theatre groups would welcome extra income from set-hire. Same goes with costumes.
