Can anyone tell me on what model the ITA awards adjudication criteria is based on? I believe it is a British model.

The marking system is based on one developed by the Guild Of Drama Adjudicators (GODA) in the UK.
There are significant differences between the way the system is implemented in the UK and the manner in which the ITA operates.
But you don't want me to go into all that, do you?
