Sad that people are so desperate to appear on stage that they will even contemplate such a deal!

If this were a company that were profit-motivated, I'd be agreeing with you. But the WAYTCo gets support from ArtsWA to survive, and operates as a non-profit organisation.
And consider this ...the participants are all young students, who get to create shows alongside industry professionals. The 'participation' is not restricted to single productions, but to a number of productions through the year and also workshops and masterclasses.
In the real world, it's not unusual to spend up to $60 for a single workshop or class of tuition.
Charging a fee to successful applicants is the same as saying 'You are only being charged $60 for the tuition you are going to receive this term, however you have to audition to get a place in the course'.
...Not unlike virtually every other drama academy anywhere; except this one caters for young teenagers.
I think you'll agree there is a huge demand from teenagers for a company that caters for them and produces shows that are relevant to them. The WAYTCo is not using teenagers as a free resource ('working for nothing', as you claim), but the opposite - the teenagers get access to the WAYTCo to use as a much-in-demand resource, at a reasonably accessible rate.
