If you are in WA you can contact the 'Ministry of Fair Trading' 1300 304014 or www.fairtrading.wa.gov.au - 219 St georges tce Perth.
They are very helpfull and will supply you nearly all the information in a specail package (for free) and if you follow and comply with thier instructions there should be no reason your group cannot be incorpoated under the Associations Incorporations Act 1987.
This will protect each and every member, as you can sue and be sued, thier property and/or that of thier parents (who can be adjioned to any action in the case of a minor or under age members}
However, as for your constitution (as Les suggested) you can either get one from a like group or from fair trading a generic type one that can be modified to suit your requirements.
Take the time and do the effort to become incorporated, it's not that exspensive, this will save a lot of heart ache later.
if you have any problems give me a ring - (08)93377682 and I should be able to orginise a copy of a suitable constitution or whatever.
