Amateur Theatre Capital of Oz?

Here's an inspirational article about amateur theatre from May last year that appeared in the Melbourne Age:
I'd be happy to discuss the strengths of the article any time, but i wonder what people make of a bold claim made by Shirley Fitch of the Victorian Drama League:
"What I have found, and this has been substantiated by others, is that Melbourne is definitely the amateur theatre capital of Australia."
Perhaps the clincher is the very next sentence:
"Fitch should know. She has worked in Adelaide, Sydney, Brisbane and, of course, Melbourne."
