Good and Free don't usually go together all that well.
None-the-less, this is one userd for K12 Education purposes...

I also did a Google search for Free Storyboard Software and founf quite a bit of stuff.

EDIT: Whoops, should have also mentioned, when I wrote 'script', I actually meant playwrighting; not film storyboards.
