looking for help on how to get a good agent in Perth and any tips on how to get started!

Hi I am looking for help on what agency's are not dodgy in Perth I am an aspiring actress and many of the agency's O have look at or thought about seem a bit off. I applied for ATM and BBMA and they both reqiure money up front. Does any one have any feed back for frog management? I am 23 and getting worried that I allso did not start out earlier. I am interested in any infomation about doing flim work that will be sent to film festivals around the world i am not too concerned about getting paid or being famous. My main goal is just to act, I am only new to all this and unsure about how to find decent agents and how to get into involved in the film festival area of acting as well. has any one got any tips at all they could offer me?
