Child Modelling Advice Needed - Freelance or Agency

Hi, I am seeking advice or information from anyone who has dealt the Bettina Modelling Agency. On one forum they are all against joining Bettina Management- eg comment they take your money and you dont hear from them. My 5 year old daughter was asked to join Bettina Management but since reading the negatives about them, I am seeking further information. I really cant find any further information on Bettina Management. I am sceptical about parting with $455 and am considering going freelance. I am thinking of putting my daughter onto AT2 myself. The agency includes kids onto this website as part of their fee and I can take the shots myself. Will this work and will casting agents use a child that is not signed to an Agency... Any help and advice would be greatly appreciated from anyone. Thanks
